My brother just got bit in the face by my dog and it tore the skin.?

There is flesh hanging off my brother's face. It's not big. It's about the size of my dog's tooth. It's in a triangular shape. Rough estimate, and I mean rough, would say it's equilateral at 1cm on all sides. You can see the meat inside my brother's cheek. Is there any possibility that I can avoid going to the doctor's and having to pay for stitches or is this a mandatory decision?
