Why did Obama's cronies in Ohio illegally search Joe the Plumber's records?

It is not illegal for a government agency to search it's own records. Additionally, the AG has indicated that it was proper as it would be an embarrment to the state if it was latter found that a local celebrity owed the state money. The AG indicated it was standard procedure.
