I am at my wits end.?

make them listen,you your mum and dad have to stop this rubbish now,its gone on far to long.if they don't follow the rules i would put them in care for a while.why the hell did your parents let it get this bad.if my kids stole off me id empty there room of all but a mattress.its unacceptable
